Phrae used to be a prosperous province because of the teak wood trade. But after the Royal Forest Department controlled the wood trade, Phrae became quiet and not many tourists came. However, Phrae still has a lot of culture, like woodwork, weaving, architecture, food, art, and performances. But locals did not focus much on these, so Phrae became just a pass-through province. 

The province knew about this problem and started the "Phrae Creative" project. It focuses on creative tourism using art and culture to attract more tourists. The Sanmueang Cinema, located in the middle of Phrae, is part of this project. It is easily accessible, so it can attract both students and tourists. The owner wants to develop Phrae through cultural tourism, so the "Sanmueang Cultural Cinema" project was born.

This project supports children and youth to express themselves culturally, like in music, performances, and crafts. It came from exploring the area and finding that people in Phrae live together like a big family, making it easy to pass on culture. This became the concept of passing down old and new ways, making it a cultural tourism destination. The program is divided into three parts: eating, watching, and making, making Phrae a complete cultural hub for youth to inherit and continue.
